PROJECTIONS: the MIT Journal of Planning (2005.3)

The MIT Journal of Planning: PROJECTSIONS Volume 5 will be first released on June 14 during the conference. Five papers are selected for this volume, focusing on a few critical issues affecting development and planning in China : conservation, transportation and land use, location choices, and growth at the urban fringe. We hope that publication of this issue can help attract more attention to China from domestically-oriented US and European planning educators, students, and practitioners.

The Department of Urban Studies and Planning (DUSP) at MIT has paid great attention to the development and planning issues in China ever since China’s economic reforms of the late 1970s. The involvement of DUSP has been extensive, ranging from faculty research projects, joint studios, exchange programs, and joint research labs, to student admissions, training seminars, and workshops. DUSP affiliated scholars, practitioners, and government officials are playing active roles not only in improving our understanding of the complex and large-scale urban development in China, but also in facilitating policy decisions and plan-making in a sustainable and productive way.

The idea of having a special issue of Projections on China planning and development first emerged from the success of the DUSP-sponsored China Planning Network (CPN) annual conferences held at Harvard (2004) and MIT (2005). The large number of participants and the enthusiastic response worldwide to these events made such a journal issue not only feasible but also necessary. Nevertheless, it is impossible for one volume to cover all the important topics affecting development and planning in China. The five selected papers focus on only a few critical issues: conservation, transportation and land use, location choices, and growth at the urban fringe. Four papers are by Chinese scholars or students, and only one paper is by two US scholars. We hope that publication of this issue can help attract more attention to China from domestically-oriented US planning educators, students, and practitioners, and will lead to an increase in high-quality research. If this Volume succeeds in its purpose, it will recall an ancient Chinese saying: throwing a brick while returning a jade.(Click for Details)

CPN第三届年会会议论文集 (2006.6.14-6.16)

Since the 1980s, China has experienced an unprecedented process of urbanization and has faced
issues similar to those encountered during the history of urban development in the West, including
transportation, land use, environment, housing, and regional cooperation. In the coming decades,
China is expected to grow in population from 1.3 billion to 1.6 billion. Nearly 400 million people will
flood into its cities, causing the urbanization rate jump from 40- to 60-percent. The impact of the
urbanization in China penetrates every corner of its social life and transforms urban planning both in
its practice as a profession and in its discourse as an intellectual discipline. This process has been
influenced by the planning thoughts and practice in the West, and, in return, the large scale
urbanization associated with rapid economic transition in China has also attracted attention from
the Western academics and practitioners.

Since its establishment in 2004, the China Planning Network (CPN) has endeavored to bridge
students, faculty, and practitioners between China and the West to engage in the rapidly changing
development scene in China. After two successful annual conferences held at Harvard (2004) and
MIT (2005), the 3rd CPN conference to be held in Beijing in June 2006 has obtained very positive
responses and attendances from worldwide. Among the great number of papers submitted, 27 are
selected by a review committee to be included in this conference proceeding. 23 of them are written
by western scholars from North America, Europe, Australia, and Asia. The committee also selects
4 outstanding paper awards and 5 Honor Mentions, which were listed on the next page. These
papers cover a variety of fields in urban development and planning from transportation, urban
governance, conservation, landscape, community development, to population, city structure and
land use, ecology, poverty and income distribution, real estate, etc. We hope the publication of
this proceeding can provide an opportunity for domestic readers to get to know the current Chinese
planning research in the West, and to stimulate more high-quality papers in these fields from
Western countries, where urban development and planning education and practice have been
traditionally domestic-oriented.
